Best stuff to stick foam to hull
I’ve used sticky back foam, sticky Velcro and still they come adrift, I have foam patches on seat and inside cockpit of both my Skerray Ecxel and Anas Acuta to make the comfier, snugger and to reduce wear on my suit.
Needs to stick to old glass and be cheap so figure silicone may work, experience from others?

Evostik. Coat both surfaces with a thin layer and leave it to dry fully - a day or two. Then apply another layer to each and leave 10 minutes or as instructions and push together.

Contact adhesive melts rigid polystyrene foam, but not ethafoam or 'karrimat'. Try on an offcut if you're not sure, but all the foam I've used as paddling has been fine.

There has been similar discussion on here previously about sticking velcro inside boats - my suggestion there was to use superglue and accelerant, as an extremely cheap, quick and bomb-proof way of doing it.
When it comes to foam, I've only recently discovered a glue that does a perfect bond, i.e. you can stick two foam blocks together and if you try to tear them apart, the foam itself will tear rather than the glued section. Gorilla Glue. Haven't tried to stick it to a hull yet, but It's £8 in Toolstation so worth a punt.

The gorilla glue I've got expands as it dries. Make sure you've weight on while it's setting

I found gorilla glue was a pain to use inside the cockpit. It expands when going off, making holding the foam in position difficult.
I've had no problems using evostik impact contact adhesive. Make sure you get the solvent based version. Sticks foam to the inside of a kayak really well.

sikaflex is messy to use and slow setting, but seems to stick anything to anything, lasts longer than evostick, but both will eventually fail as water creeps into the foam and junction. sikaflex will last quite a few years of almost constant wet

Even the 'best' glues won't stick to a surface that has not been degreased with a solvent (meths, acetone, Isopropanol). After degreasing abrade with sandpaper to expose even cleaner and fresher polyester to stick too.
Don't touch it. Just vacuum the dust,mask up again and apply your favourite Stickum for a bond that will last.
