Access Petition to Welsh Goverment closing soon!

A petition is to be handed in at the Senedd on Tuesday 1st November calling on the National Assembly for Wales
to urge the Welsh Government to implement a Bill to establish statutory public rights of access to land and water for recreational and other purposes. The bill should enshrine access rights and responsibilities for the public in the same way that the 2003 Land Reform (Scotland) Act encourages co-operative use of the outdoors for healthy, low impact recreation. This Bill must enshrine public rights of navigation for inland water, and permit access to and along water. It must remove the lack of legal clarity and restrictions which act as a barrier to sport and recreation and the promotion of Wales as a welcoming place for healthy recreation, tourism and adventurous activity at all levels of participation and enjoyment."

Eh? Except in a very few cases (e.g. The Beaulieu river, which shouldn't worry the Welsh Assembly) we already have enshrined rights of public navigation on inland water.

I think the Beaulieu River is an exception because it is tidal rather than because it is 'inland'

I think you should re-read the petition. We have evidence that we have rights to use the river. But so far nobody has accepted it, and nobody has been willing to test the evidence in a court of law. This lack of "enshrined" rights (i.e. set out in black and white so there can be no dispute) is a reason for the petition.
