The only "restriction" I am aware of on this stretch is the BCU agreement that is in place between Nov and March at Halton. I paddle this area regularly both in and out of the BCU agreement and have never had any issues with anglers. As long as the usual mutual respect is performed then get on and paddle. Access and egress is over public land. The only pertinent advice is not to shoot the wiers or the fish ladders which generally goes without saying.
The BCU busybody for that area IMHO is more restrictive than the anglers are.
