Do you think this could be a previously rescued seal that is too used to people?

No, there are quite a few seals like this one in the Forth i.e. very used to and inquisitive about people. The thing to remember is this is still a wild animal so please don't try and encourage or touch them.

We have a National Park where kayakers are common. On one trip up there I took the group round a small island and into the "harbour", an area about the size of a small tennis court. The seal youngsters there (right time of year), a dozen at least, were very friendly. I had a couple clamber aboard at one stage, "interesting" as the kayak I was paddling looks like a K1 racing kayak when inverted - a bit of bracing needed. Others also had seals clambering aboard and one of the group was videoing the "event".
