While checking the forcast today I came across this

From how I read the additional information for europe bit, the long range forcast translates as. " we are expecting the average amount of precipitation over most of europe, but it could be more than average or less than average" ie they dont really know.

So why bother even putting that piece of wisdom anywhere?!
