There is no background information on that link at all. Certainly nothing that suggests the fees are being increased.

It essentially says that it is unfair that kayakers are being charged to use the access points where hikers cyclists etc aren't. It also says that they want people to vote in favour of car parking charges.

I'm sure the thought behind the campaign is well meaning, but is there somewhere that gives a high level view of the situation (where does this 500% come from), rather than diving into (what seems on the surface) meaningless detail?

I don't know what the history is although I see from a post in 2008 it was quoted as 'just over a Euro', maybe there was a weekly charge. 3 Euros looks like a bargain for the facilities but I agree that, in the context of a countryside town, 20 Euros sounds pretty steep. Maybe the better way to approach this is to discuss with the local what a competitive charge might be. Would paddlers baulk at say 10 Euros per day for proper parking and toilets which all cost to build and maintain.

More clearly explained on here (10 euros next year, increasing 2.50 each subsequent year):

A fabulous river which offered real variety for us gr3-4 club paddlers in its many sections. A reasonable increase in fees would seem sensible and facilities no doubt need improving.
Thanks for additional info/links. We should support the local paddlers who are trying to resist this huge hike in charges.

If we're lucky we sometimes get a layby.

My reading of the situation is that last year a 7 day river pass for a Kayak was €16. This gained use of car parks, chemical toilets in these car parks and paid to maintain roads and trails to the river. This now looks set to increase to €120 for a 7 day pass.
