Are these boats supposed to have a flat bottom? only the one i have been offered has what i would describe has an undulating bottom? two large areas like shallow dents?

Sounds like oil canning. Commonly caused by overtightening straps when boat on a roof rack. If mild it can be sorted using hot water on area and it pops out.

No boat is designed with an undulating bottom, its what happens to older boats that have had a hard life.
It will effect the boats performance personally I would look elsewhere.
