also i seem to run into lots of paddling engineers I'm an engineer and I also know quite a few that paddle. Maybe paddling is the perfect antidote to a bad day in the office dealing with computers that seem to know better. Certainally beats reading/writing emails, but that's the same with most jobs...

Well, I cannot say anything officially, but as far as I know it is. If you're looking for confirmation, check with your service provider.
What I do know:

Emergency calls with no sim

I assure you it doesn't work in the UK. You get to know some things through your job...

If you're on a river bank in an emergency, you are better off running for help/coverage instead of removing your sim.

Emergency calls

It isn't possible to make an emergency calls on networks other than your own. The network will reject your call if you do attempt it. This is due to the networks being legally obliged to identify who is making the call - if you don't belong on their network, they cannot identify you.
