Access Country Wide Or Just Wales ?

Would like to paddle, the Loop. On Dart Moore. As I am not a member of a Club, or BCU. Are the access agreements on the Dart, the same as I would do in Wales, like just turning up and paddle, or would it be polite just to pay to park ?
