It would not be a bad idea to post the Conwy agreement. If it was reasonable paddlers might possibly be prepared to continue to comply with it on an informal basis.

If I was a river keeper who was genuinely concerned about protecting spawning beds from contact with kayak hulls and paddles I would be proposing the installation of go/no go water level indicators at the get-ins. If the levels were fairly set I think there would be a high degree of compliance.

Lead poisoning in swans

The Control of Pollution (Angler's Lead weights) Regulations 1986 seem to have been very effective in reducing lead poisoning in swans. Credit where it's due.

Hi Rhod

I used to have a Kester canoe with the hatches you have described. I don't think you will find hatch rims to fit. I think you would need to cover the existing holes (maybe by glassing in plywood) and then cut new holes.

Interesting that the fisherman proposed letting canoeists have the river in the winter months. No mention of spawning beds which seems to be such a big issue on the Conwy.

I'm 58 so I have both life experience and some remaining tree climbing capability! Nobody expects people to risk their lives but if people can't retrieve their fishing line and hooks themselves they are supposed to report it to their club bailiff. They have to consider the Rehabilitation of Offenders Act 1974 which gives people a clean sheet after a period of time has elapsed. It can be as little as 6 months.

I hope I'm wrong, but I doubt if the maps will be detailed enough to be much use because the EA will not want to reveal the precise locations of spawning beds to poachers.

When you are in the pool they will probably prefer you to use a short boat as the pool isn't that big. When you have learnt to roll a short boat you will be able to roll your sea kayak - and probably find it a bit easier.

I agree that all these activities draw on a similar broad cross section of British society but in the 6 or 7 years I have been paddling I have never seen another paddler deliberately littering - obviously the odd bar wrapper gets caught by the wind but even then considerable efforts are made to retr...

It can't have any value as evidence of "wilfulness". In the current climate, how could a reasonable person tell the difference between someone telling the truth regarding spawning etc and someone telling a lie because they just don't want you to be on the river? "Water Bailiff" is the term used in SAFFA 1975 but I think the EA is now calling them Fisheries Officers or Enforcement Officers to distinguish them from people appointed by fishing clubs etc who may call themselves bailiffs.

The Seiont case was decided in the first instance by magistrates, and the appeal was heard in the crown court. The crown court is not senior enough to set judicial precedent. Simon Dawson's Seiont protest photographs. I'm not sure that the court case arose from this precise event. Obviously there would have been strained relations between fisherfolk and paddlers for some time before and after the event.
