From personal experience, these run all year round at low levels. I don't know any grade 4 without lots of rain: The Dee, Horseshoe Falls to Llangollen town falls. Yes, 2, maybe 3 years ago we did it a few times over the summer at 0.28 on the Matlock guage (online). No drops etc, but perfect water for beginners to WW.
