The Weir was constructed by pinning sacks of concrete into place using steel spikes.
The sacks have long since rotted away. But the spikes are as spikey as the day they were hammered into place.

I would sand it off with a course glass paper nailed on to a half-metre board. Keep the strokes linear bow to stern. Once you've done that, do it again and again with finer paper.
