Saw this thread too late, but I can supply engineering plastics to any dimensions you require. HDPE or a vast array of alternative plastics determined by application in almost any thickness, we can plane to size, cut, bend, weld and cnc router your material to your requirements.

Western red cedar is readily available in the UK, but from specialist timber merchants. I was lucky to buy mine locally (N E Lincolnshire) and I have heard of a merchant in Hull. An online search should turn up more suppliers. A 2" x 4" x 8ft cost me around £25 and the finished paddle weighs around...

Where in the UK are people buying timber to make paddles? Do timber yards still let you rummage around looking for a particular piece and what type of timber is readily available in the UK that is suitable?

I have struggled with this debate personally and when advising friends, one factor I cannot see reflected in the above comments is taking account the individual and how much they feel the cold. I have a friend currently looking at this option and they feel the cold a lot and are very slight in build...

Shipley, might be the answer, it's a web site you complete package details (size/weight/to/from) then couriers bid to move your item. Often it's carriers with a part load looking to top up or get a back load I found them really cheap, but had to drive 12miles and meet the truck on an arterial route...

Thanks @PlymouthDamo, valid points. My coaching isn't totally up to date but in the current thinking of trying to manoeuvre craft safely, efficiently and effectively being more important that than an exact or precise prescripted stroke then starting with GP is an option.
