I agree, "One might reasonably imagine that a public footpath running along a river bank was originally designed to run along the river bank not some unspecified distance away from the bank", but the only time a PROW actually enter's the eater is at a Ford. Either way I launch wherever is convenient.

Reference PROW along river banks - The only PROW that allows access to a river, is when the PROW enters the river via a Ford. Been a while, try Neath Marina GR SS 7312 9387 or opposite at "The Queys" GR SS 7319 9327. Finding the right road and track can be a pain, try google earth.

Ran the Tarell Sunday 20 Dec 16 - Usk level at Brecon 1.19m. Usual trees down 3 in gorge section above Zimmer falls, possible sneak in lower level or 100m portage R Right. One river-wide tree at "water level" possible (with speed) to get over tree further up river. All falls and rapids clear.

Actually quite a helpful and more to the point limited and believable warning. This is the kind of access information we can act on.
