AEE Magicam SD19/20/21/22/23 (look 'em up, take a pick).

Apparently same CMOS sensor as GoPro but different lens and housing at a fraction of the price. I got one, can't really tell the difference.

As mentioned, the upper will just about always go to some extent. I've been on it in a drought where, to be fair, it's better left alone. But it'll take a lot before there's nothing to do (0.5 is a scrape, 0.6 is ok, 0.8 medium, 1.0+ more pushy). If there's a bit more water (0.7-0.8 and up) consider...
