Whilst this may help whilst swimming, this would leak like crazy when you're actually kayaking though. Can't answer your question, but it was definitely around in the mid 90's as I was taught "Reach→Throw→Wade→Row" at swimming/lifesaving lessons.

There will certainly be rivers paddleable at that time of year. Big rivers like the Inn will still have runnable sections - partuclarly lower down. Ubaye too probably in France. Why do you want to remove it?
It's a 30 second job to see if it comes off though. Undo it and pull!
