I'm sure I've seen some good links on here to waterproof lights at decent prices. Can't find them now though !
Its not for kayaking, but for cycling. The rear lights I have at the moment are great, except in the wet. Its seemingly beyond their skills to make a light that is both bright AND waterproof. I notice Lomo knock out torches waterproof to 40 meters for under a tenner - so it cant be that hard to do this ?

Not dirt cheap, but pretty bright. The Silva Tyto is built to IPX6, so showerproof, add a little silicon grease to the O ring and that'll make it a little more watertight again.
I've used this for paddling, just once, but a couple of local activists are using them for their training paddles in the area.

On my bike I use the Smart 1/2 Watt Rear Light seems water tight up to now and very bright
