I passed this when driving through Dumfries yesterday.
As I looked downriver from the road bridge, I saw scaffolding around a red sandstone bridge. Some was close to the water level. It looked like the river dropped over a weir just river right after the bridge.
The link below shows the bridge. It seems to be called 'Old bridge' just above 'Whitesands Caul'
