Llugwy access issue - information required

Guys & Gals - anyone got the most upto date access info for the river from below swallow falls down into the town ? The reason I am asking is ;
Today - we had paddled from Plas Y Brenin and on our final portage round the mincer we intended to drop in just below and run miners bridge - it was at this point a guy was " fishing " in the mincer pool and told us that we MAY be commiting an offence if we continued down the river - no hassles , no aggro, no heated , no swearing- we portaged the whole rapid and got back in at the very end of miners - during the time taken to move the boats the guy was on his phone - and then low and behold as we got down into the town we had a police officer waving us down from the bank.
Very nice man - very switched on about fishing / canoeing issues - asked us what had happened - told us we had not in his mind commited any offence as we has walked round the area pointed out by the angler - who it turned out to be worked for the EA and was catching fish to milk them.
The officer seemed pretty peed off that as 2 groups of people who enjoy outdoor activity we cant get our act in order and come up with agreements that suit all - which we explained many river have .
All I am looking for is what is the accepted local access for the area and are we in the wrong as there were many others on the river today ??
