Nottingham Mini Sprint query

I have trouble understanding one part of the June results for the Nottingham Sprints that were published on the Wey website a couple of days ago.

It looks like if you took, say, a 13-year-old to brave the choppy conditions, promotions and demotions were applied as usual as far as I can tell.

However I cannot find promotion info on all the 11-year-olds who paddled their hearts out in Mini Sprint???
